Having no movement is not unusual, and unless he's experiencing pain, it's perfectly fine. My husband was done in his teens, and it is very tight, but I prefer it this way.

An ex of mine was tightly circumcised, coming from uncut partners it was a big change for me but as far as preference I would still go for uncut. Just makes life easier and much more to play with.

Aside from personal preferences, it could really only be "too tight" if it's causing him pain due to pulling too tightly. Otherwise, enjoy using some lube if it's uncomfortable for either of you. As another commenter said, every penis is different with the amount of skin left to move or not, circumcised or not

I have been with plenty of guys, both circumcised and intact. There is a fascinating variation in circumcisions.
In my experience, most were reasonably tight with only some movement of the skin on the shaft.
Some had lots of skin left and some were really tight like your boyfriend, with the skin stretched tight so basically no movement was possible.
I much prefer a circumcised guy, and a quite tight circumcision is a bonus!
