Method
Sift together the icing sugar and cocoa in a medium bowl and set aside.
Cream butter in a large bowl until smooth, then gradually beat in sugar mixture alternately with evaporated milk. Blend in vanilla.
Beat until light and fluffy. Adjust consistency with more milk or sugar if necessary.
